In current state of experimental 0.59 there is no way to know who is talking over a Walkie-Talkie. If this is an intended feature, please enable a way for Server Owners to know who is talking, as a means for enforcing of server rules.

This is a known issue and the admins will be able to see which player is talking over a walkie talkie in the future.
