for me and all the people i play the duct tape does not repair items.
It gives the message "i have repaired as much as i could while using ... of the tape"
However the items don't go from damaged to worn, badly damaged to damaged or anything.
Use duct tape on pants, bags, helmets, bottles - it won't get repaired
it should repair only from badly damaged to damaged. if this does not work, then is is a bug.

Duct tape should repair items only until damaged state, which seems to work as intended.
