I've noticed a lot of items that can't be picked up on houses. Whenever you try to take something away from your inventory, it's placed on the porch, outside the house.
I've found out this is due to doors, even tho appearing to be open, are closed to the game. If you go to the door and click it to open, you can pick up items normally.
Find a house/building with bugged loot (can't be picked up) with doors open (usually after server restarts).
Try to pick something up.
If it fails, go back to the door, and open it (even tho it appears open).
Try to pick up loot again.
...
Profit.
this is a long-time issue i've experienced some time ago
you can also pick up the loot when you simply walk away and try again without closing/opening doors

This is something that can be 'fixed' similar to what Baranock said. I usually cycle doors in rapid fashion 4-5 times. You also have to 'guess' which door it is based on what door the object you drop is placed outside of. It might be the front door, it might be the first inner door, it might be one of the room doors.
