I have crafted the trap and baited it with worms (4), the trap spawned sardines and the bait remained. As far as I understand it, the trap should yield mackerel.
The sardines do not produce fish fillets.

Craft Fish Net Trap, bait it with worms and set in sea. Wait a few minutes for sardines to spawn.

Sardines caught with the Improvised Fish Trap also fail to produce fillets.

The bait is not required for fish traps, so that is why it has not been spent. The fact that you can receive sardines is not a bug, and the sardines can be cooked without cutting them up into fillets, that is why there is no such option.
