To tear clothes you need a sharp object (axe, knife), and you can wring wet clothes if they are on the ground( not while you are wearing them), but I haven't tested if you can wring them while they are in a container(backpack).

To wring your clothes, you have to put them on the ground first. As for the tearing t-shirt into rags issue, there have been some changes done and from now on players require sharp tool (for example knife or axe) to cut the clothes into rags.
