tried repeatedly to tear t-shirts, check shirts, bandanas, hoodies into rags but am given no option to do so.

t-shirt on floor, right click it, given option to "inspect", "wring out" no option to tear.

you need a knife now to tear something into rags.

Due to recent changes in the game, you are required to have a sharp tool (for example a knife) to cut clothes into rags.
