Hello winggundam1 and thank you for the report.
We have tested this thoroughly and unfortunately we were unable to reproduce the issue with heli loot not spawning on private servers. As for the tent persistence, persistence is currently turned off until certain issues are fixed. Also, please create a sepearate ticket for each issue the next time you are reporting into the feedback tracker.
