Truck at KapMaHOBKa unable to interact and weird melee effect

Description

The Truck located at KapMaHOBKa I was unable to interact with no server lag or desync,I tried many times. So I decided to punch the truck and the visual effect produced a lighting effect (it was Dark Outside). Which I would like to call lighting punches. The lighting punches happened all over the truck. The lighting punches did not occur on any other objects I found to punch.

Go to KapMaHOBKa at Night.
Try to interact with truck (If spawned).
Punch Truck
Watch Lighting punches and feel powerful.
