I seen the v3s spawn near prison island, so I gave it a try. I drove it underwater to the shore on the other side, and back over to the island. Everything under water looks very dark, but if you keep going straight, you'll get to the other side fine, and if you can manage to park it, you are dry to boot! :) It's easily reproducable with any v3s.
