The maximum zoom/smallest scale differs depending on whether you have a single map sheet (E, W, NE, SW, etc) or a combined map sheet.

Steps To Reproduce

A) Single Map Sheet

  1. Acquire single map sheet
  2. open it
  3. zoom to maximum extent/smallest scale (see screen shot)

B) Combined Map Sheet

  1. Find two compatible map sheets and combine them
  2. open it
  3. zoom to maximum extent/smallest scale (see screen shot)
