You cannot mend the plate carrier pouches with a leather work kit, until you attach it to the plate carrier vest itself.
After attaching to pouches and vests, (the pouches are damaged and the vest pristine) the whole vest goes to damaged.
But once you have repaired it entirely with a leather work kit the item goes to pristine...

All pouches I have come across are damaged.
Unsure about the holster as I have not found it yet.
The carrier pouches can be stored in your back pack and used for an additional 2 item slots. Makes more sense than the stacking of vests and back packs, and is great because you can carry the pouches until you find the vest.
Makes me happy I can repair an item back to pristine :)
bright green is nicer that bright red lol and I think the more you repair items as your surviving one one life, you should be able to get the chance to repair items sometimes to pristine due to experience on that 1 life, and weapon cleaning kits should repair items back to pristine until extra weapon attachments are added in game (barrels etc.)
