Steps To Reproduce
happened to me when i was carrying 2 rifles. mosin on the back, aug in hand.
- firefighter axe on quickbar 1
- press 1, sometimes i even have to push the button multiple times.
after that he put the aug down, takes the axe out, puts it back.
- press 1 again, and he takes it into his hands.
let's say reproducibility reaches from nearly always to most of the time. hahaha

Unfortunately we were not able to reproduce the issue you have described. Most likely this has been caused by server / client desync and the server registered the multiple presses of quickbar hotkey (for example, if you press 1 to take the axe out and press 1 again, the axe will get holstered).
