Using a 20ltr Jerry Can filled with water - drinking 2ltrs from it in single 'drinks' had no effect on hydration level. Selected 'drink all' character went to 1st level hydrated. Refilling and 'drink all' (20ltrs) took me to 2nd level hydrated.
The Jerry can acted as a .5ltr Canteen rather than a 20ltr container.

Just a thought: this might be in place to prevent people from killing themselves. 20 liters is alot of water. Thats 4 or 5 times the volume of a normal stomach.
