handcuffs get cloned while releasing a prisioner who resists.

Steps To Reproduce

you will need:
1- handcuffs
1- handcuffs key

arrest someone.
while the prisioner is trying to escape, A and D.
Release him with the key, you will recived a confirmation, and a new Handcuffs in your inventory
the prisioner remains handcuffed.

Sadly, we were not able to reproduce the issue and everything seems to be configured correctly on our end, however we have discovered some possibly related issues which could have been the cause. They have been scheduled for a fix.
