I've had this bug since 0.50. When the patch comes out, I can drown like normal for a few days or so, however after that I can spend an hour underwater without getting any 'I am running out of air' messages. Then when the new patch comes out (like 0.51) the same thing repeats - it's almost like I get a set number of drowns for each patch. My friends have this bug also.
