Unlike other melee weapons (Sledgehammer, Crowbar) the Ice Axe does not act like a melee weapon - it cannot be placed on the back as a melee weapon.

Steps To Reproduce
- Find ice axe
- Drag onto back (as you would with a melee weapon)
- Ice axe will not attach to back
Additional Information
Unsure if this is a bug, or intentional. The ice axe is smaller than other melee weapons so it may not be truly "melee" (attachable to the back). The 0.53 update announced the addition of a melee ice axe, which may be confusing for players.

This is indeed intended, as melee weapons which are held in one hand are not supposed to go on the back.
