v3s spawn on the water next to the new Prison island the truck floats on top of the water and you can get in it. if you try to move it it goes to the sea floor below and you can drive it. i did not stay in long enough time to see if you will drown.

I do know it is possible to drive the V3s underwater

I know how it happens because tried myself: people have driven them underwater in order to get to the island but stuck/glitched in land models... dead/wiped after log out. If you try to drive this swimming car xD you can probably glitch underwater and die as probably did its previous owner.
All that stuff will be fixed as devs finish game mechanics.
