V3S despawn on persist server at restart

hello,
i found a V3S and drive around. As i disconnect the Server resparts by itself. As i come back the V3S was despawnd. I thought it was stolen at the last 30min so i seach a new one and drive in a tree. I was unable to come out so i restart the Server. I was on the same Point but the V3S was despawnd again...
(Btw: All the other stuff was on his Position)

That's intentional for the moment.

I don't know how to make it better.
If someone hide the car in the forest only for annoy other players its good that the car de-. and respawen at a restart.
But if you find it and would hide the cr only to use it later ist not so good. Then you have to find each time a new one.

If you have your own Server (and you pay for it) you would like to have a Chance to find one. So this System is right now the best i think. On the other Hand to search each time for a new one is very herbivorous time and annoying.

IDEA<<<

I have one idea: Make a list on the server-conrol-side (outside the game) like the ban-list (ban.txt) as a table where the steam-id is listed. If the listed person used a car and leave the car, the car has a protection despawn-time for 24hours as long as no other non-listed-Player used it.
If a non-listed-Person use the car, the protection goes to 5min for restarts as it is.
