Stand for 3 or 5 seconds on a harbor/outside a building when it's raining and you will probably become soaked instantly

Additional Information

I don't think that's not an issue, because it's not correct, in real life you don't become soaked when exposed to rain for 3 or 5 seconds. Nothing to say about staying on the harbor and getting soaked. You are not even exposed to any kind of water.

Agreed,

You should gradually go from damp, wet, soaked, depending on how heavy it rains and how long you stay in it.

this mechanic is a subject of rebalancing and will be tweaked eventually. This is not really a bug, rather a stage of the development.
