I never been able to pick an item under a chair. And above wardrobes/lockers most of the times you also won't be able to pick them. Talking about pointing at the item in 1st/3rd person and via vicinity inventory box. This is an issue i've been experiencing since the release of the game.

If you add this to the few loot that respawns after the new patch it becomes a big issue.
