I assume it's a bug with the loot respawn system. On my way through 0.48 experimental, I occasionally found stacks of identical items on loot spots. For example there was a stack of 7 medium gas canisters (worn) or 4 badly damaged compasses just to name a few. Please see the screenshots attached.
