Can't ignite fireplace on pier/wharf in Svetlojarsk

Description

I wanted to ignite fireplace on wharf in Svetlojarsk to see how far its light would display. But I got a message which meant that the wharf is still considered as the territory of water.
Tried several times that day with one result. I could light a fire only on the coastal part.

Steps To Reproduce
  1. Go to nearest pier/wharf/dock (over the sea).
  2. Create, place and prepare fireplace kit.
  3. Try to ignite it with matchboxes and get the error message.

this has been fixed internally and should also be fixed for you in the next Steam version.
