The new APERS Mine Dispensers don't interact well with vehicles. When a mine hits vehicle, it remains floating in the air where it hit the vehicle, even when the vehicle moves. Expected behavior would be that the mine would either stick to the actual vehicle (and probably explode when the vehicle moves), or to bounce off.
