Having a notepad that is part of every players starting kit could allow for easier and more immersive gameplay while keeping players in the game consistently, it also makes sense to have a notepad in terms of realism as every soldier from either faction in the 80s had a notepad on them somewhere in their kit. Having a notepad in game could also be the most secure form of communication if done right as radios can be stolen, proximity chat can be overheard, faction text chat can be overheard by groups who are in a discord together cheating by having a member of their group join the enemy team and tell the rest of their group enemy faction plans and information, a notepad in comparison would be totally secure so long as it wasnt intercepted by enemies. Most importantly, it wouldnt be that difficult to add it to the game, the animation already exists for pulling out and putting away a ballistic sheet, the information about who owned the notepad originally is already present in the new documents system and creating the model for a notepad is alot simpler than creating a model for a new gun, vehicle, clothing item, etc.
