I found the feature working for me yesterday and today. It works by holding down the a button on the item you wish to move, and then using the left and right triggers to move up or down in containers. As long as there is space in the new container it's been working for me. Although I'm finding some containers will say there is space but will act as if they're full.

Confirmed the issue again today. This issue also occurs with licking Alkaline batteries and with The receiver radio in hand. Both objects ask for a RT input but nothing will happen. The user must press "Y" to do this. Playing on original Xbox one with elite controller, all button mappings are defaulted.
