My problem isn't as bad as yours. I'm in uk and it seems to do this when I join a uk server but fine when im in a US or German server. My ISP seen no problems and neither did my server host nitrado. Hopefully if its with bohemia, they can look into it and get the problem sorted. There's a few threads here with the same problem.

Same issue with VM and Vodafone. I connected to German and American servers and so far no bug.
