There are a lot of glitches in elektro and generally for a lot of places all over the map. It happened two days ago that three guys saw me and my friends on the roof of the "school" in elektro, the one near the harbor to be accurate.
Well, these guys just go back, and after a while, they managed to shoot me and my friends through the roof wall and also the walls that are on top of the stairs, while we were behind there.

I think that the walls of the building aren't done well, i've noticed another bug there, because if i "roll" with my char near the wall, i jump on it so i could even fall down if i do it too much.

This is an important thing that has to be fixed asap, the "through walls shooting".

What do you mean by intended ???

I think that it has to be balanced, I mean it's ok that the spawn is low, but don't just make houses empty, i'd prefer to see just 1 or 2 items into the houses than finding a lot of empty buildings and few ones with a lot of items, it'll be much more realistic and fun to explore !!
