Kollus added a comment to T59083: Low CPU/GPU Utilization.
Got the same issue, low CPU/GPU usage both offline and online. I'm using a custom settings around high/very high. In single player i get 30-50 fps, in multiplayer can't go higher then 24 fps, but average is 15-20.
My specs are:
CPU i7 860 @2.8 GHz
Ram 8GB
GPU GTX660
OS W7 64bit
