This is not really a bug or glitch, but it is an idea that would totally make sense. You should be able to but certain civ clothing over top of other clothes. Example: Wool coats over T-Shirts/button-down shirts; Hoodies over T-Shirts; and Certain all hats over top of bandannas like a flat cap over a bandanna or a cowboy hat etc. I hope this becomes a thing because it only makes sense.
