The garage in the near center of the map, there is a pong behind. I walked over the rocks and found myself stuck sinking into the level unable to take any other action. I drank alcohol until i died to free myself.

Walk over the rocks/gravel/cobble area, closest to the water, and when you fall into the water you stay stuck and sink.
