There is no way I can get out of water when I try to get close to the sand near the concrete structure. A sound of "Walking on Sand" can be heard but can't get out of water (there is an invisible wall), you need to swim for a while until you can reach the nearest beach, and that can take a very long time.

Steps To Reproduce
Jump into water in front of the Warehouses and try to get out of the water in the sand near the seaside of the Dock.
Additional Information
I'm not sure if this is normal, but when you're trying to escape from a zombie while unarmed is too risky to try to swim, because you're very vulnerable to bandits while trying to reach some point to get out of the water.
