When I tried to kill a zombie with my (damaged) firefighter axe, I wasn't able to kill the zombie even with 7 hits. I thought the firefighter axe would be a 1-hit weapon

It's a known Bug. I hope it will be fixed soon.

As mentioned, this has been acknowledged in the patch notes. There is also an issue open already about this at #10925
