Steps To Reproduce
Put canteen in your hands.(3rd person view)
Get close to a water pond, you cant enter to the water.
scroll down, only option available is "drink from canteen"

Should work. Works for everyone else, too. Try this:
- take the canteen into your hands
- switch to first person view (!)
- move your mouse till u have the "Drink" option
- and then again try to fill your canteen by choosing the option
