Twice I've climbed all of the stairs to get to the top of one of the tall apartment buildings in Dubky. When I get to the top you can take the ladder to the roof. I tried twice to take the ladder. Both time your character gets to the top, but you are unable to move in any direction. Then you character falls back through the opening and breaks his legs or dies.

Steps To Reproduce
Go in to an apartment building and try to climb the ladder to the roof. I've only seen this in Dubky apartments where you have access to all of the stairs. The apartments in Chapaevska (not sure if it is this location, but the apartments with the broken stairs at the bottom) do not have this issue. At least not for me. Only the ones in Dubky.

I have similar issue with apartments in Berezino.
Seeing in third person, you climb even bit too high, above ladder.
