When entering a server, or after a random amount of time (sometimes does not happen) any actions, or any use of the inventory and hotbar is stopped, you can't open doors, move objects in your inventory or use the hotbar at all.

Game/Testing breaking issue since it may (and has) happen during a combat situation, or simply it may deter the player from playing and being able to report further feedback.

I do notice this upon entering a new server. It is normally a temporary situation. It seems to last no more than about 30 seconds to a minute at most. It does feel like a very long minute, especially if you spawned near a Zed. It also does not seem to be 100% of the time, but it is very often.
