Not often, but sometimes I am unable to loot a down jacket. This is not only in the cases of them being above a wardrobe. I have seen them about the game world unlootable, as well as sometimes after dropping one onto the ground them become untouchable (mouse over will not activte) as well as sometimes they will be mouse-oveable but will never be transferable or lootable.
