I think it's a very good idea to have the join timer even if you have been kicked.

Like this a server mod/admin can NOT kick someone (e.g. his friend) who's just in a combatsituation. Like this his "friend" can NOT re-login (ghosting) directly.

i've been getting kicked at random a lot recently and then get stuck with a timer trying to rejoin any server.
