I was able to run the latest stable patch at full Very High settings 1920x1080. With the new experimental patch 34.115077. I'm having some major freezing for a sec or two and then stuttering in the video. I've glitched right through several walls with this problem as well when it freezes the video. It seems that the game is still running alright for the most part just the video is an issue. It became much worse when I headed into HighRises around Cherno. I didn't have an issue until I picked up either the B95 Speed Loader and the Gun. Even after I ditched the gun I still had issues. I recently ditched the SpeedLoader and will continue to update if the problem persists after I play a few more hours.
