Inside of the buildings with a bar, the loot next to the front door always spawns partially inside of the wall causing it to both float and be untakeable. Included is a picture of an axe inside this type of building. I also came across some boots doing the same thing during the same playthrough in a different town, but did not snap a pic of it. {F30095}
