not sure if it is only the green spray paint that causes this but it happened with my friend and I. He had a mosin that was not spray painted and was fully loaded with 5 rounds. i had him spray paint it and the shot all 5 rounds out then reload. after reloading it would only allow him to chamber the gun a put 1 round in it.
