I was just peacefully climbing up a ladder at a police station in one of the major cities (I don't know which, sorry! Check screenshots) and then I clipped into the police station/school/building below. The only way I could get out was by approaching the ladder and pressing my "action"-button, which made me get outside and start crawling again.
