Game crashes upon loading cities

Description

My game will consistently crash whenever I am approaching or inside of a city. I don't know why this is, as I've messed with the graphics settings extensively and it still happens.

This doesn't typically happen with smaller places; the biggest I've been to without a crash is Kamyshovo.
