I can tell the same.

I am not able to "reach" something BY GOING TO INVENTORY (expecting thing to be displayed on left side of this screen) that is laid a little bit too high like on a wardrobe.

If this is something I can wear and I don't have anything that would be excluded from my inventory by wearing that, I (in most cases) am still able to point at the thing and press F to aquire it.

Thing is.. i SHOULD be able to this the same by approaching and going to inventory as it works with things that lay on where my feet are.

Yea, if you dont have a line of sight, it can be tricky ( not impossible ). But OP stated he couldnt pick them up from vicinity, and that is, to my knowledge, always possible if you have nothing equipped where you'd put the tactical vest

This issue also occurs with some items that are on or under a bed. There simply is no way to reach them.

If you're already wearing something like a tactical vest or holster, you have to empty that first and unequip. After that, you should be able to drag/drop from vicinity onto your character in the equipment screen
