If you put the Down jacket, and then the "Press" Vest on in that order, and that order only. You are able to wear the Vest with the Down Jacket(tool-tip states you cannot and no other vests work).

Also, you can not put the Down Jacket over other shirts while that tool-tip state you should be able to.
