I was looting the eastern-most of the two-story military buildings at the NEAF, the one with the prison cell door on the ground floor. On the top floor, a tactical vest had spawned as loot atop one of the blue lockers - the one between the two bunks. There is no way to reach the 'trigger point' to take the vest, and no way to get close enough using the 'vicinity' feature of the inventory screen. {F29653}
