In the last few days more and more Issues get spammed by guest accounts. Nearly every new note on older subjects contains spam.

• Prohibit posts from guest accounts (like in the forums)
• Prohibit external/not whitelisted links (like in the forums)

This would dramaticly improve the quality of this bugtracker
