No ability to load game, error message returns "Unable to locate a running instance of Steam"

I have uninstalled all files and folders then re-installed, updated directx libraries everything I can think of. None resolve issues.

All other games run flawlessly in Steam some of which include Arma 2, Arma 3 etc.
