After this new update, no matter what server I join, I get a very quick stutter every second. It used to never be like this and I run the game average 50-60 fps.

Try turning clouds off.

I got massive lags and stutter aswell. Even on servers that were really well in the past. The performance issues they removed with last patch got worse with the hotfix
