i noticed that after joining and spawning in, i have pretty bad mouse lag and less than stellar fps. after about 15-20 minutes, it instantly becomes responsive and my fps improves almost as if i turned the settings down.

Steps To Reproduce
i have logged off and rejoined the same server and had the same results a few times. i cant say it happens every single time though.
Additional Information
my specs:
CPU: intel core i7 3770 @ 3.40GHz
RAM: 16gb ddr3
GPU: 1gb Radeon HD7750 w/ddr5
HDD: standard 250gb
HDD is not thrashing while this happens, so its not normal stutter from accessing the drive or anything.
i do have mouse smoothing and V-sync enabled, but i have tried to disable both to see if it goes away when i first log in, but does not. in fact, when it becomes instantly quick reacting, i have v-sync and mouse smoothing on.
Textures and filtering are both set to HIGH
Objects and Terrain i have set to HIGH
Shadows and Clouds are set to VERY LOW
Antialaising is DISABLED
Alpha Coverage is DISABLED
edge smoothing is set to FXAA VERY HIGH
Post Process Quality is set to LOW
Ambient Occlusion is DISABLED
