When using an Empty Syringe on an Injection Vial, the empty syringe is not used up in the process, but it still gives you a filled syringe back.
(Process can be repeated many times)

Use Syringe on Vial
Syringe will not be consumed and turned into Filled Syringe, but will fabricate a Filled Syringe anyway.

Additional Information

Minor glitch since the syringes seem to have no use yet.
